Synopsis:

Part 1:
Tokyo has become a hotbed of terrorist plots that threaten to rock the very foundation of Japan’s political system. Inoue (Junichi Okada)’s parents were killed in a terrorist attack. This experience elicts an extraordinary perception on Inoue. Ogata (Shinchi Tsutsumi) who is the chief of SP force recognizes Inoue’s talent and hand-picks him to join the SP team. Gradually, Inoue begins to harbor feelings of doubt and confusion, and finally confronts Ogata. Meanwhile, the team has a new mission and soon become the target of the terrorist. In the end, Ogata and Inoue will come face to face at the scene of a tragedy at the station square. Is Ogata an enemy or an ally? What is the true agenda of Ogata?  

Part 2:
Two months later, the SP 4th Unit members have recovered from their wounds of that embattled night. Inoue has returned to his duty as security police. But Inoue (Junichi Okada), who harbors deep suspicions toward his boss, Ogata (Shinichi Tsutsumi). Meanwhile, the police force starts to investigate Ogata due to his unusual relationship with those high officials. At the same time, Inoue is assigned by Ogata to be the security escort in the parliament. In the voting date, a bullet suddenly breaks the silence in the parliament…
