Synopsis:
Set in the 1920s, it tells the story of a righteous police officer Cheung Yat-pang (Andy Lau) whom recently returned from France and has been appointed by the government to be the first Commissioner of the opium trade ban. He is determined to ban illegal opium trade, fighting with drug lords and corrupt evil forces.

張一鵬（劉德華　飾）在法國留學。回國後，一鵬獲任命為上海禁毒專員，打擊鴉片。他和太太（陳少霞　飾）抵達上海後，即受當地官員熱情款待，並暗示只要他們識時務，發達指日可待。當時，貪污風氣盛行，但一鵬依然不為所動，並將所有禮物捐贈給慈善機構。可是，此舉觸怒了官員，更加害一鵬的親友。雙方鬥智鬥力，難分高下！
