Synopsis:
In 1962, Hou escaped from the despotic terrors of Mainland China and came to Hong Kong, throwing himself into the lap of Boss Kun. After a few bloody fights , Hou gains his credit in the gang. Boss Kun feels threatened so he asks Hou to hijack Boss Gong's narcotics shipments on the high seas and tips Gong off later. Hou survives after Gong's revenge but is crippled in one leg. So Hou turns on Kun. He exposes Kun through the newsman he has befriended. Kun is put behind the bars. Hou then becomes a boss and he plans to wipe out all the other bosses. The tide finally turns to his favor and yet the law catches up with him. With the ICAC set up in 1973, panic is induced...

1962年，毛澤東的大躍進徹底失敗，中國各地出現大饑荒，一個隨難民潮逃到香港的汕頭青年伍國豪（呂良偉 飾），不甘被黑幫欺凌，投靠黑幫大哥肥波（鄭則士 飾）。幾場血戰後，獲波信任，且確立了豪在黑幫中的地位。豪勢力日大，肥波漸感威脅，遂設局令豪被毒梟大哥江追殺，豪雖倖免，但已成跛豪。為報此仇，豪設美人藏毒計，誣波藏毒，終令波瑯璫入獄。豪又藉為總華探長奪 位，接管肥波的事業，成為港九四大家族之一。1973年香港成立廉政公署，貪污者紛紛外逃，探長雷老虎被迫退休。華探長臨行前勸其收手，但豪因位高狂妄自大，終致眾叛親離，更被手下出賣。豪 終於入獄，在鐵窗後度其下半生。
