The interception team at the Criminal Intelligence Bureau is sent in. Led by Inspector Leung Chun-Yi(by Lau Ching-wan), the team has veteran cop Yeung Jen(by Louis Koo) and the young rookie Lam Yat-Cheung(by Daniel Wu), They infiltrate Feng Hua International to install interception devices and start to monitor the company’s phone traffic. Three cops become increasingly thrilled by the secrets they heard while conducting surveillance on a listed company, without knowing the blood and danger awaiting them.

During the investigation, Ho finds that Law has some offshore funds of unknown sou rces and that an unknown person Joe (Daniel Wu) is wiretapping not only Law, but other members of 'Landlord Club', a legendary club with members from top business tycoons and entrepreneurs in town.

Before the Hong Kong handover in 1997, every native, male resident in the New Territories was granted the right to build a house not more than 700 square feet. Yet it had caused social unrest over the land right, until recently the Hong Kong government decided to gather all of the remaining land rights from these residents, in order to build taller apartment buildings.LAW (Louis Koo) was a chauffeur for the rural tycoon LUK (Kenneth Tsang), and he was jailed for killing a major land owner in a car accident. It was rumored that Luk was behind the land owner’s death, which gave Luk a competitive edge in the native apartment development deal. When Law gets out of prison five years later, the world has changed. Luk’s corporation has grown more powerful, while Luk’s right-hand man KEUNG (Sean Lau) has his own agenda to pursue. But things take a surprising turn, when Law drugs Sean and his brothers in the drinks, then modify their mobile phones for wiretapping, with the help of Law’s prison mate and computer whiz JOE (Daniel Wu).Joe gets acquainted with the materialistic single mom EVA (Zhou Xun), who turns out to have a dark history with both Law and Keung. Through the eavesdropping, Law realizes Keung’s ultimate plan, which may change Hong Kong’s land development forever.
