Synopsis:
The fourth and final feature film based on a Fuji Television series. The second film, {Bayside Shakedown 2}, previously broke the domestic box office record for a Japanese live-action movie. A spate of murders, kidnappings, and other heinous crimes breaks out, and the officers of Wangan Precinct pull out all the stops as they attempt to bring the perpetrator to justice.

The victim of an abduction during an international summit is later found dead. When it is discovered that the murder weapon was a gun that had been seized by police, the Tokyo Metropolitan Department takes a stern view of the matter and forbids investigators from sharing information with their colleagues in other precincts. Meanwhile, two more crimes occur in quick succession that appear to be linked to the first.
